Ok, that's easy to explain: FST support is not included in windows.
We could either skip that test if FST is not available, or (better)
include fst for windows. That's shouldn't be difficult: the grt/fst
files have to be compiled and grt.fst module should be registered in
dist/mcode/windows/grt-modules.adb
