We have a pure VHDL testbench component in house that can read pcap files. It isn't pretty. And it isn't easy. And it isn't very fast. But it is extremely portable across simulators. Which is why I've been advocating using the VHPI in house for this stuff. But even that isn't pretty. Nor is it easy.
