Hi, I thought a compilation of libraries/programs and their versions that are required to make the gimp work or optional stuff which makes some plugins work, would be a useful addition to INSTALL. I've started one, and thought that before i continue, i'd better make sure that it's A Good Idea (tm) and that one doesn't already exist.
