Do you use glibc2 (aka libc6) or libc5? If the latter is the case I
would suggest you to get the gettext package version 0.10.35 and
compile/install it completely....

Try to set no variables but LC_ALL to fr_FR. I remember having
discovered some weird problems with libc6 when others were set.
