Here's another nice rough metallic surface effect.

Create a new file, say 800 x 800 pixels, fill it with 50% grey.
Click Filters > Noise > RGB Noise, choose correlated noise, deselect 
independent noise. Click OK.
Click Filters > Blur > Gaussian Blur > keep the default setting radius > click 
OK.
Click Filters > Light and Shadow > Lighting Effects. Click the material tab, 
select the Metallic option. Click the bump map tab, enable bump mapping, click 
OK.

There are so many other parameters you can play about with in the lighting 
effects to get the desired effect.  For example you can change the direction, 
location and height of the light source, you can add more shine etc etc.
