Liquid Rescale is a plug-in for GIMP and is not created nor maintained by the core GIMP team. You might be able to find a build of GIMP for OSX that has it bundled, or you can try the Liquid Rescale page: http://liquidrescale.wikidot.com/en:download-page-macosx
