You seem to have done all the obvious - permissions etc. I assume you are using the Gimp 2.9 profile ~/.config/GIMP/2.9/plug-ins. Is that correct? There is a deprecated procedure in plugin-heal-selection.py that throws up warnings but it should work. Where did you get resynthesizer from? Is it the correct flavour 32/64 bit ? Strange that it fails with regular Gimp as well. Does resynthesizer alone show and work: Filters -> Map -> Resynthesize Again is everything in the appropriate Gimp profile. Do other python plugins work OK? Do you run Gimp with compatibility mode on? If not try it. gimp2.9 --pdb-compat-mode=on I keep a small collection of "2.9 plug-ins" that work for me, includes resynth & heal-selection. Using Kubuntu 16.04 which AFAIK is equivalent to Mint 18.
