There is no real mystery about the two folders. Your first screenshot are the scripts that come with a Gimp installation and the second is your Gimp profile scripts folder. The Gimp profile is the place to add any scripts that are for your use. Not added any? Then it is empty. If you look in Edit -> Preferences -> Folders -> Scripts you will see those two paths. The same applies to the other resources, for example brushes go in C:\Users\Krystal\Appdata\Roaming\GIMP\2.10\brushes ....but I can't figure out how to easily switch colors... A better question might be why do you have difficulty switching colours.
