[Gimp-user] Is this a Gimp 1.3.23 bug?

Ok, I've been using Gimp 1.3.23 to do some image work and tried the Text 
Tool and LOVE it!  :)    I've been creating layers like crazy and 
noticed as I switch between images and create new layers, the name of 
the last layer created becomes the default name of the new layer being 
created.  I have no problem with this behavior if I'm creating layers in 
the same image.  However, if I close the first image and open or create 
a new one, the default name of the new layer is STILL the name of the 
last created layer.

Is this a bug?  If so, I'll open a bug report.
