Try using gif instead of jpeg.
Or PNG, provided you don't need a transparent background (hard to
believe Internet Explorer *still* hasn't got that right, but there it is).
Another possibility, if the text-images are standalone (i.e. *just*
text, not graphics+text) is to use sIFR. But that's off-topic since it
doesn't involve the GIMP, so I'll just give you a URL:
