Well, we're getting pretty off-topic here, but maybe you meant 8.04?

$ cat /etc/issue
Ubuntu 8.10

$ aptitude show gimp
Package: gimp
State: installed
Automatically installed: no
Version: 2.6.1-1ubuntu3

IIRC, 8.04 ships with the 2.4 series of GIMP, but as Sven mentioned,
Ubuntu would do well to backport the 2.6 series to their LTS
version...
