the newest development version of gimp has a script-fu called Round
Corners. create a box of the size you want, then use the script-fu.
with that you can change boxed corners to round. if you don't
want a drop-shadow, you can deselect the checkbox for that. playing with
the depths, you should be able to get what you want.
