Hi Andrew,
Can you not use layers????

I mean.
1). Select the areas you wish to fill (select tool, magic wand, etc)
2). Create a new layer, keeping the previous selection 
3). Use bucket fill on new layer.
4). Play around (OK carefully adjust ;-) ) mode and opacity
5). Merge layers when happy.
