Release announcements are for source code, unless otherwise
specified.  The source should compile on most UNIX/X platforms
and Windows platforms.  You'll need either an X11 installation
for Windows, or the Windows version of the gtk and related libs.

Or you can wait for the binary build for Windows, but that's done
by someone else; no idea when or if it will happen.
