Create an exception class for Giraph

Many of the Exceptions are IllegalStateException but could be better as
GiraphException and reasonable derivatives.
This would
1) Allow us to differentiate exceptions specific to Giraph
2) Allow us to add useful information (i.e. superstep, attempt)
