You can add the following in your global .gitconfig:
[init]
templatedir = /path/to/a/folder/containing/the/hooks/you/want
And every time git init will be run (new repo or existing one), the hooks
in .git/hooks will be those in the folder set in your config. You can then
version this folder if you wish. For example, I use it to have my ctags
generation done all the time:
