I'd like to add a internal use submodule from a self-signed HTTPS 
repository, I've set the `http.sslVerify = False` configuration however the 
`git submodule` command still fails with the `fatal: unable to access 
_repo_: server certificate verification failed. CAfile: 
/etc/ssl/certs/ca-certificates.crt CRLfile: none` error.

Setting the `GIT_SSL_NO_VERIFY` environment variable can workaround this 
problem, however I'd like to ask whether this is an intended behavior.
