The first point of both these requests has been addressed in lot of detail
by Christian Couder in his response to some other applicant [1].

David, please be way more specific on this: what exactly is "not accessible"?
Basically, do you mean the web site is not accessible (using a web browser)
or your mails to the main mailing list do not come through?
If it's the latter, have you verified your mail client is configured to not
send HTML mails as described in [2]?
