When I though that the caller might be performance sensitive, I used a "static struct strbuf" in the caller to avoid any performance regression. Yeah, that means that further work is needed if we want to get rid of all the static buffers, but that is not my goal. I am just concerned with cleaning up sha1_file_name() before changing it, and avoiding some possible trouble when using it.
