I agree that %(align)%(end) should expand to empty and %(if:empty)...%(then)
should look at that empty string without quoting.  So 

    %(if:empty)%(align)%(end)%(then)Empty%(else)Not Empty%(end)

should give "Empty"; otherwise the code is buggy, I think.
