### What changes were proposed in this pull request? https://issues.apache.org/jira/browse/HIVE-25391 Turning off privilege synchronizer by default. ### Why are the changes needed? priv sync becomes expensive in lot of env depending on number of tables, table width etc. And not many are using it (i.e information_schema).
