Review Comment:
   Sorry I thought that we are escaping identifiers here but that is not the 
case. These are actually string literals. I don't know if there is any utility 
method to escape them.
   
   The escape character for `'` is `\'` and for `"` is `\"`. I prefer `'` for 
enclosing because that is the standard.
   
   Using both characters in literals are also accepted:
   ```
   create table t1(a string, b int);
   insert into t1(a,b) values ('foo\'\'bar', 1), ("foo\"\"bar", 2), 
("foo'\"bar", 3), ('foo\'"bar', 4);
   ```
   How about 
   ```
   sb.append("'").append(value.replace("'", "\\'")).append("'");
   ```
   to cover that case when both are present?
