### What changes were proposed in this pull request?
Currently HiveIcebergOutputCommitter creates empty commitTask files even
when there are no Files written. This creates unnecessary files at the table
location directory. This PR attempts to prevent the creation of empty
commitTask files by introducing 'commitTasksInfo'. This file is responsible for
keeping a track of all the commitTask files created. Using this we can prevent
writing unnecessary empty commitTask files and at the time of collecting
results, we will refer to this commitTasksInfo file and lookout for only those
files that were actually created.

### How was this patch tested?
Tested it on my local machine and executed the
TestHiveIcebergOutputCommitter test and all the test cases are passing
indicating that nothing is broken.
