Review Comment:
1 about backoff?
I think we should not use backoff sleep. Because in tez source code,
`TaskImpl::commitAttempt` may be reset to null due to failure, etc. Sleeping
for too long will affect the overall running time. And sleep is very light.
2. For me, I think no difference. In fact, we already enable speculative
execution for tez engine.
