Review Comment:
it was validating `DESCRIBE target PARTITION (last_name='Johnson')` using
partition spec in query - now it is supported.
keep the test, rename to `testCommandsWithPartitionClause` and replace
assertThatThrownBy to assertDoesNotThrow
