@zabetak, could you take a look at this one when you have a moment? It's review-ready (not draft, CI green) and is the foundational piece of the set — #6418 and #6359 are both still in draft pending the direction this PR establishes. The two open questions I raised above (const-null NDV 0-vs-1, and inferring NDV from numNulls) are optional — I'm happy to spin them off into separate follow-up JIRAs so they don't block the core change of establishing -1 as the unknown-NDV value.
