Review Comment:
The ZooKeeper bump to 3.9.6 makes `ZKConfig` load
io.netty.handler.ssl.CipherSuiteFilter, and since `netty-handler `was excluded
from the standalone jar, `TestStandaloneJdbc` failed with
`NoClassDefFoundError` in the previous CI run. Removing the exclude made the
test pass locally
