The order picked in YETUS-1072 was very much intentional. It doesn't make
much sense to load the personality first when it should have "override"
capabilities of everything loaded before it.
While this issue was an unintended side-effect, I'm more inclined to kill
off `personality_plugins`. Long-term, it isn't really the correct model since
the personality really has no idea what plug-ins are actually present.
Eventually, personalities are pretty much going to get ripped apart and
YETUS-1072 was just the first phase.
