It's the only mechanism we have in Geany to declare what's public and what's not (akin to `GSEAL` or such). There's nothing saying we couldn't use that field's space for any other purpose down the road, since no plugin has the right to use it if it's not part of the API (which is defined by what's doxygen commented).
