techee left a comment (geany/geany#4300) This happened inside my VM as well. The process consuming most CPU during this is "Antimalware Service Executable" so it's indeed some antivirus check. Probably nothing we can influence in any way.
Fortunately, this only happened only the first time after Geany (and geany-plugins) was installed and the plugin manager was opened.
