Another concern (at least to me) would be how GTK3 plugins would be handled.
Geany is designed to rely on plugins for specific features, for example I use 
some of the following....
-TreeBrowser
-GeanyLua
-Addons
-Spellcheck
-Git Change Bar
etc.

If Geany was updated to GTK4, then plugins would no longer work and therefore 
some users would not really be able to use Geany any longer.
If updating to GTK4 was to eventually happen, hopefully proper steps would be 
taken to notify plugin developers as soon as possible, so they will have the 
time to update their plugins.
Hopefully they would still want to, not sure which plugins are no longer 
actively developed?

Anyways, just something to think about
