**Is your feature request related to a problem or challenge? Please describe
what you are trying to do.**
We have support for `DATE` literals:
```sql
SELECT DATE '2001-12-31' AS "T";
+------------+
| T |
+------------+
| 2001-12-31 |
+------------+
```
However, we do not have support for `TIME` literals:
```sql
SELECT TIME '08:08:00.091' AS "T";
NotImplemented("Unsupported SQL type Time")
```
