**Is your feature request related to a problem or challenge? Please describe what you are trying to do.** We currently default to `OptimizerConfig::skip_failing_rules` to true and this means that ignore all of the current bugs in the optimizer rules. **Describe the solution you'd like** I would like to default to true so that regressions are caught much sooner. **Describe alternatives you've considered** None **Additional context** None -- This is an automated message from the Apache Git Service.
