I also tried after `install.package("arrow")` again and it also passed.
Sorry. This was my environment problem.

I don't remember but I think that I used `sudo R -e ...` when I install the
arrow package because I use system R (installed by `apt`) and it installs
packages into `/usr/local/...`.
