It seems `build.secrets` is a recent addition and a lot of our CI does not support it: https://github.com/apache/arrow/actions/runs/4537616583/jobs/7995647245?pr=34750#step:5:38 So I don't really see a way forward - that does not include hardcoding an (ephemeral) Github PAT in the images - for this issue at the moment.
