   Issue still exist in python 3.8 version 12.0.1

   Also in 12.01 pyarrow because ensure being call in __init__.py in 
`pyarrow.fs`
   User can not call `pyarow.fs.initialize_s3`.
   
   I suggest we reopen this issue.
