I have not yet cleaned up all our CI scripts that contain things like
`export PYARROW_WITH_ACERO=${ARROW_ACERO:-OFF}`, which is now in theory no
longer necessary. Although we might also want to keep some of those ones that
are explicitly set to 1 to ensure we don't accidentally turn it of because of
an Arrow C++ config change.
