Please name your PR with ARROW-XXXX: Issue Title, or go to JIRA and make an issue" would instead say "Thanks for opening a pull request! Please name your PR with ARROW-XXXX: Issue Title, or comment `please make a JIRA` on the PR to have me make one for you". And a similar message for new GitHub Issues.
