It's the same error we got before. @lysnikolaou you added the
`PYTHON_IMAGE_TAG` variable to customize it in
dev/tasks/python-wheels/github.linux.yml, but didn't yet update
docker-compose.yml to use that instead of `${PYTHON}` for the image
specification (see
https://github.com/apache/arrow/pull/43539#issuecomment-2271554259)
