   They all seem temporary network issues because after restarting all wheel 
builds are green now. Also the windows PermissionError didn't happen again (I 
saw that multiple times, so probably a flaky test ..)
   
   It's a bit strange that we see conda-based builds fail here with:
   
   ```
   E   OSError: Failed to create a container: pyarrow-filesystem: 
http://127.0.0.1:40927/devstoreaccount1/pyarrow-filesystem Azure Error: 
[InvalidHeaderValue] 400 The API version 2024-08-04 is not supported by

   because I don't see how this PR should affect those builds, but I also 
haven't yet seen those failures in any other PR (or in the nightly crossbow 
runs)
