It could be argued that enforcing having a matching issue provides little benefit and is mostly driven by our previous jira tooling. Often it only leads to low effort PR descriptions if the issue has all the info or vice versa. (I tend to do this my self 🫣) The former case of this is actively harmful imo as we use the pr description as the commit message. I have also seen first time contributors being confused or repelled by it.
