Are you installing from pypi? Is it pinning an old version of pyarrow? I can't see the version being download from the logs (I might be missing it) but we provide built wheels on pypi for Python 3.13 since October last year (version 18.0.0 of pyarrow) and it shouldn't require building pyarrow, it should install the built wheels.
