Tests and benchmarks make it easier to iterate and compare improvements.

- New tests
- New benchmarks
- !Uniform API between ``unpackDD_XXX`` functions for genericity in
tests/benchmarks.
Also results in safer API suggesting that the data may not be aligned.

`arrow::internal::unpack32` API changed and this function was marked
``ARROW_EXPORT``.
