Review Comment:
Yes (move assignment), but more precisely to clear the decoder (make sure we
don't hold on to old pointers).
The actual initializing is done lazily in `GetXXX` functions as we parse new
runs.
The decoder mostly keep a state if we stop in a middle of a run in `GetXXX`.
