Review Comment:
In the newly added code, `Need` and `AllValid` behave the same. In the
previous code which was used to format csv data instead of csv header, they
also behaved the same for `String`. The `Need` option means to use different
`QuotingStyles` for different types, so I think the previous default behavior
here was `AllValid`.
