Get CI to green and actually test all emulator based integrations.
# What changes are included in this PR?
Pin the version of the azure-cli used, which the actual issue here. I've
considered passing [this](https://github.com/Azure/Azurite/issues/2626)
argument to azurite, but it seems like it requires a much bigger change to the
run command that is harder to maintain long term.
