I agree with @tustvold that it's likely time we started trusting V2/page index to mean page boundaries are row boundaries (so I think https://github.com/apache/arrow-rs/pull/9374#issuecomment-3891211393 is likely the way to go). I briefly looked into where we could enforce that in the level decoders and couldn't come up with anything. I think we could fix this bug, and wait until next release to fix reading improperly formed V2 data.
