If we use an existing Dockerfile, what do we need to do? Just need to install `unixodbc-dev`? (We can set `ARROW_FLIGHT_SQL_ODBC=ON` when run a Docker container by `archery docker run -e ARROW_FLIGHT_SQL_ODBC=ON`.
