I agree a clarification may be warranted in https://arrow.apache.org/docs/format/CDataInterface.html#c.ArrowArray.buffers For now, it is claiming that "any buffer" can be NULL "if the size in bytes of the corresponding buffer would be 0", but that sounds a bit too lax for variadic buffers.
