### Rationale for this change `GetSparseTensorMetadata` and the sparse-tensor readers in `cpp/src/arrow/ipc/` currently accept several sizes from an IPC SparseTensor message without validation. We Want to introduce validations. ### What changes are included in this PR? Several validity checks are introduced. ### Are these changes tested? Not yet. ### Are there any user-facing changes?
